At the Public Works Committee meeting on Jan. 30, City Council members Russ Stephenson, Mary-Ann Baldwin and Rodger Koopman agreed to recommend to the full Council that the proposal to implement Stage 2 water conservation measures become effective on February 28, 2008 or when the water supply drops below 90 days, whichever comes first.  This proposal will go to City Council for approval on February 5, 2008. As of yesterday, Falls Lake was at a 109-day supply. 

The committee asked that paragraph five of the Stage 2 ordinance be revised to allow flushing and testing of new water main extensions for developments where the water system is permitted after the effective date of the ordinance, if the water used is recaptured at the developer’s expense and placed back into the raw water supply at the Water Treatment Plant on Falls of Neuse Road.  This is just one of the items on the list of recommendations brought to the City Council by the Raleigh Homebuilders Association. Any amendments to the Stage 2 ordinance  will need to be drafted and approved by the City Attorney’s Office and City Council by the Feb. 19 City Council meeting.

Another measure that City of Raleigh development staff will implement to assist the developers that currently have Infrastructure Construction Drawings in review, is to no longer require the stormwater legal documents be approved prior to final sign-off of the construction plans. This allows water system permits to be issued prior to completion of legal document review.  The stormwater legal documents will continue to be required to be submitted for review by the City Attorney’s Office at the time of submittal for Infrastructure Construction Drawing review.  Approval of the stormwater legal documents will be required prior to City sign-off on plats for recording.

The City of Raleigh began recapturing water used to flush water system connections 45 days ago with three rented 6,000-gallon tanker trucks.  This has saved the city 1.1 million gallons of water thus far that was previously lost during this process.
